Caius Cosades is a member of the Blades, a martial order that has served the Emperor of Cyrodil for hundreds of years - both as his Imperial bodyguard and as his eyes and ears in the Imperial provinces. Caius serves the latter purpose - he is the Spymaster of the Vvardenfell district of the province of Morrowind, in charge of all intelligence operations from Vivec to Dagon Fel.
'Course, if you ask him, he'll tell you that he's just a harmless old skooma addict living off a Legionnaire's pension on the outskirts of Balmora. Nothing to see here, folks.
